Background:
The new Arrangements Law, which enters into force in January 2025, stipulates that large cities must set out their parking policy. By law, municipalities must update their parking policy and define parking areas and complexes in accordance with the directives issued as part of the law. Moreover, they must charge a parking fee for residents parking in areas outside their area of residence.
Residents will be able to park in most areas of the city free of charge.
They will also be eligible to pay 30% less than non-residents (which is the maximum discount allowed under the Arrangements Law) in commercial and office areas and in city centers. Though enacting the policy is a compliance measure incumbent upon the municipality, it also views it as an opportunity to manage the public parking resource.
In order to update the policy and make the best and most appropriate decisions — together with the public — devising the best possible parking policy for the city, the municipality has chosen to conduct a public engagement campaign. Public engagement will be through a dedicated digital interface, where you can learn about the policy and respond using an online map.
The main goals of the parking policy:
- Settling parking arrangements in high-demand areas, to benefit the city's residents
- Boosting the city center and local businesses by encouraging vehicle and customer turnover in the area
- Prioritizing resident parking over visitor parking

Highlights of the proposed policy:
Transitioning to a digital parking permit — more environmentally-friendly, no costs involved
All residents will be eligible for a digital parking permit for their vehicles (max. two permits per family). Vehicle parking permits will be updated digitally in the municipality's computer system and in the traffic enforcement officers' handheld devices, with no need to adhere them to the vehicles' windshields.
The permits will be valid for five years and will be issued free of charge.
Re-zoning of parking areas and provision of dedicated permits
The number of parking zones in the city will be updated and increased from eight to 13, pursuant to the provisions of the Arrangements Law, to better align the zoning with each area's unique characteristics. Residents of these areas will receive a dedicated permit.
As stated above, all of the city's residents will receive a parking permit. There are two mandates associated with this permit:
- Resident mandates: A mandate that associates city residents with the parking spaces within the boundaries of the city, giving them free parking or parking at a 30% discount for parking spaces to which a parking fee applies.
- Place of residence mandates: A mandate that associates the city residents who live in the areas the policy applies to (as displayed in the attached map),
allowing them to park for free in their areas of residence.
New parking rates
Updating the municipal parking rates to match the fee charged for parking in areas adjacent to Hod HaSharon, and in accordance with Article 70b of the Traffic Ordinance.
The hourly rate for residents in the city centers is 7.90 ILS.
The hourly rate for non-residents is 11.30 ILS.
A 35 ILS daily/monthly rate for the Neve Ne’eman/Gil Amal Office Areas.
Parking in city centers
Most of the zones that the policy covers are city center zones.
*City center zone: Areas of the city in which there are shopping centers or local businesses, restaurants, public structures, etc. There is heavy vehicle traffic in these zones.
To boost the city center and local businesses, we wish to encourage customer and vehicle turnover in commercial zones, so commercial zones were defined as a "city center".
Residents must pay a fee to park in these zones, at the new rate; and parking for residents who reside in those zones and possess a regional parking permit will be free of charge.

Express parking spaces
These parking spaces are located in the commercial zones and are available free of charge for 45 minutes. Express parking will allow you to run errands and shop in city center zones without paying a parking fee.
Parking in the Neve Ne'eman and Gil Amal Industrial and Employment Zones
Aside from other steps being advanced by the municipality, such as improving public transportation and adding new bicycle paths, a daily/monthly rate will be available for the Neve Ne'eman and Gil Amal Office Zones, as well an hourly parking option (pursuant to the new rates outlined in the policy). This is being done to encourage people to choose alternative ways of traveling to these areas, and to ease traffic congestion in the area.
Parking in the Ecological Park
The new policy will allow free parking for city residents in the Ecological Park's parking lots Monday through Thursday, from 5 PM to 8 AM, and on weekends and holidays.
At all other times, residents will pay a discounted rate of 6.3 ILS per hour, and non-residents will pay the full rate of 9 ILS per hour.
This policy was put together by professionals at the municipality, but it is not complete without the knowledge you provide as city residents. That is why we have opened the parking policy for public engagement.
